Run down areas with rif raf

One should make several visits to neighborhoods in the area before signing on the dotted line. There can be quite a bit of riff raff (pants falling down, beer drinking accompanied by noise from extreme sound audio systems or the likes) even in the seemingly "just okay" areas. Truth be told the cost to live in these areas can be shockingly out of line.
